Current Initiatives
In addition to its education mission, the Council maintains several standing committees to develop
resources and conduct research on electronic billing and payment. Projects focus on areas such as: electronic invoice presentment and payment (EIPP); electronic bill presentment and payment (EBPP); B2C and B2B market adoption; accounts
payable integration; Internet presentment and payment technology; and ACH Rules. The following briefly describes some of the current initiatives. For more information, contact the Council Director, Robert Unger, at 703-561-3913, or by

- B2B Payments: The council is participating in the development of NACHA's B2B Strategy, aimed at improving tools and providing greater access to payment-related information to promote electronic payment growth in small to mid-sized businesses.
- eBill Adoption: The objective of this initiative is to develop a forum where members
can advance greater understanding about consumer ebill adoption behavior, share practices on promoting ebill adoption, and collaborate on methods to increase ebill usage across all channels.
- EBIDS: The council is currently sponsoring the Electronic Billing Information
Delivery Service (EBIDS) pilot. In EBIDS, billers will send bills to consumer customers and receive corresponding credit payments – with remittance – via the ACH. More information on the pilot is available at http://www.nacha.org/ebids/.
- Exception Processing: The purpose of this group is develop best practices for
minimizing consumer bill payment exceptions that originate to billers from third party payment processors (e.g., financial institutions and other consolidators). More information on the pilot is available at http://cebp.nacha.org/ExceptionProcessingMgmntProgram/index.html.
- Mobile Banking Work Group: This Cross-Council Work Group, coordinated by the Internet
Council, was created to evaluate how the NACHA Operating Rules can accommodate payments that originate from the mobile channel, and to identify any unique risk considerations, including authorization and authentication, to enable
efficient and effective adoption of mobile payments in the ACH Network. CEBP members are participating in this work group with Internet Council members.
- Tax Payment: The council is working with U.S. Department of Treasury's Financial
Management Services to educate the membership on options for enabling the payment of consumer taxes via online banking systems.
- XML: The council is also working with other NACHA councils to research the
feasibility of allowing XML formatted remittance data to be transmitted through the ACH Network for B2B credit payments.
